What is state responsibility under international law?


State responsibility under international laws, the rights and duties  betweenthe citizens of the claimant stat and the state alleged to be responsible.

 State injures the diplomatic representatives of another state.

State  violates the territorial sovereignty of another state.

it damages the territory or property of another state.

State responsibility is not based upon delict (wrong or misdemeanor) in the municipal sense.

Responsibility under international law arises  from the breach of a duty or non-performance of an international obligation by a state, even though the facts bring into question the rights and duties under municipal law between the citizens of the claimant state and the state alleged to be responsible.
