In other words, “the first use of armed force by a State in contravention of the Charter shall constitute prima facie evidence of an act of aggression.” However, Article II also demands that the Security Council consider other “relevant circumstances” while debating a specific act and argues that in order for this act to amount to an aggression, either the act or its consequences must be of “sufficient gravity.”
